I would go with open source programming languages. To develop in .NET requires and IDE like Visual Studio which may not be cheap for the students to obtain. But PHP, Python and Java they can always use eclipse which is free.
In our market research it was clear that C# was one of the industry requirements. The Microsoft suites are present and need to be addressed. By the way, visual studio express is free
